Isabel Casillas Guzman is Co-Founder and Director of GovContract Pros. She brings over 20 years of experience advising entrepreneurs, launching ventures and helping small businesses navigate the federal government. In her work with growth-minded firms, she brings extensive knowledge of public and private supply chains, capital markets, global trade, and strategic market strategies for brand leadership.
Isabel is the former Deputy Chief of Staff at the U.S. Small Business Administration where she was part of the senior leadership team responsible for advancing the nation’s small businesses through capital, contracting and advisory services. Her portfolio included the oversight, development and implementation of SBA’s policies and new program strategies across all SBA programs, 12 departments and 70 domestic field offices.
While at the SBA, Isabel translated business trends into policy that helped advance SME growth. She helped lead the agency to record levels in key performance metrics, including $25.1 billion in flagship 7(a) lending program, $25 billion under management by licensed Small Business Investment Companies (SBICs), and $90.78 billion in federal contracting directed to small businesses exceeding goals 3 years straight.
In government contracting specifically, Isabel helped steward historic gains for small business contractors through modernization of systems and increased accessibility to programs. She oversaw the implementation of SupplierPay with the White House to strengthen small businesses with access to private sector supply chains and working capital. The initiative built upon and reinforced QuickPay, requiring federal agencies to expedite payments to small business contractors, with a goal of 15 days, resulting in more than $1 billion in cost savings for small businesses.
Prior to the SBA, Isabel developed strategic initiatives at ProAmerica Bank, a commercial bank serving small and mid-sized businesses and offering consultative services along with growth capital. There she supported a 60% growth across loans, deposits and assets. She has served in leadership roles in state government, as a management consultant to Fortune 500 companies, co-founded two businesses, and managed a Fortune 100’s divisional supply chain.
Isabel is an alumna of the University of Pennsylvania where she received her Bachelor’s degree from the Wharton School of Business.
