The Coalition for Small Business Integrators (CSBI) is a unified alliance dedicated to preserving and strengthening the Nonmanufacturer Rule (NMR) as a foundational pillar of small business participation, innovation, and competition in federal procurement. Our mission is to protect the role of small business integrators and value-added resellers as essential partners in delivering cost-effective, agile, and mission-critical solutions across the federal supply chain.
In recent years, regulatory proposals—particularly those advocating for item-by-item NMR waivers—threaten to dismantle the mechanisms that have long enabled small businesses to thrive in complex, multi-line-item contracts. These changes jeopardize access to critical programs such as DLA’s Tailored Logistics Support (TLS), NASA SEWP, and the VA Federal Supply Schedule, where contract-level waivers have historically ensured efficient and inclusive small business participation.
CSBI advocates for:
- Protecting the integrity of the NMR, and opposing policy changes that would render the waiver process burdensome or unworkable;
- Closing the NMR loophole by requiring mandatory waiver submissions when no small business manufacturer exists—ensuring fair application of the Rule of Two to safeguard small business resellers;
- Championing the value of small business integrators, who act as strategic conduits between federal buyers and emerging domestic manufacturers and innovators;
- Preventing misuse of Intergovernmental Support Agreements (IGSAs) that sidestep U.S. small businesses in favor of overseas suppliers;
- Working collaboratively with Congress, SBA, DoD, and other federal agencies to advance balanced reforms that uplift both small manufacturers and small business prime vendors.
