GovContractPros has submitted formal comments to the U.S. Small Business Administration regarding its proposed revisions to small business size standards and size standards methodology.
GCP’s concerns extend beyond the potential policy consequences of dramatically expanding the definition of a small business.
Our comment letter raises significant questions regarding SBA’s statutory and administrative obligations, including the requirements of the Small Business Jobs Act of 2010, the adequacy of the agency’s regulatory impact analysis, the proposed consolidation of 1,012 six-digit NAICS codes into 338 broader industry groups, and the potential effects on federal small business programs including 8(a), HUBZone, SDVOSB, WOSB and the Mentor-Protégé Program.
GCP also questions whether SBA has provided sufficient public engagement and whether the agency has clear congressional authorization for regulatory changes of this magnitude.
