The team at GovContractPros includes the former Associate Administrator of the Small Business Administration for Business Development/Government Contracts and former procurement law counsel for PBGC who previously served as a Contracting Officer for the Navy and DCMA for 15 years. Team members offer expert opinion reports on behalf of small businesses, other than small businesses, joint ventures and, on behalf of plaintiffs and defendants based on their experiences at these federal agencies. Expert Witness services include preparation of Expert Witness Reports and Rebuttal Reports; participation in pre-trial counsel preparation; depositions; and tribal testimony. - Mentor-Protégé Program and joint venture matters, including performance of work share requirements and limitations on subcontracting;
- Prime and subcontractor disputes;
- terminations for cause, convenience, and default;
- pre-contract awards disputes under FAR Parts 8, 12, 13, 15, 15, and 16 and post-award contract administration matters;
- ongoing eligibility compliance with SBA regulations for small, 8(a), HUBZone, WOSB, and SDVOSB/VOSB programs.
John Shoraka served as the Associate Administrator of Government Contracting and Business Development at the U.S. Small Business Administration (SBA) from December 2011 to January 2017. In this capacity, he was responsible for overseeing the federal government’s small business procurement programs and the federal government’s small business set-aside programs, including the 8(a) Business Development program and the Historically Underutilized Business Zones (HUBZone) program, including initial certification, business development, continuing eligibility, terminations, and early graduations.
Shoraka was also responsible for overseeing the federal government’s small business size and status protest programs, establishing agency small business goals, and determining whether agencies were meeting their small business goals. He was also substantially involved in establishing policy, reviewing proposed regulations, and publishing final regulations with respect to the federal small business set-aside programs.

Trevor Skelly previously served in the Office of General Counsel for the Pension Benefit Guaranty Corporation, where he advised on a variety of matters including appropriations, ethics, procurement, and personnel. During his time at PBGC, Trevor served as counsel for numerous high priority services and information technology procurements for the Corporation, benefiting from his fifteen years as a warranted contracting officer for the Navy.
Before returning to federal service, Trevor was a tax associate with Goodwin in Boston, Massachusetts where he advised private and public clients on real estate and venture capital transactions including mergers and acquisitions, asset acquisition and sales, stock acquisition and sales, initial public offerings, real estate investment trusts, and tax controversy. During law school, Trevor interned with Goodwin in Boston and with the Raytheon Company’s tax department in Waltham, Massachusetts as well as serving as a law clerk for the Hon. Mary T. Sullivan on the Massachusetts Appeals Court.
