FAR 52.204-14, Service Contract Reporting Requirements (Oct 2016), and FAR 52.204-14, Service Contract Reporting Requirements for Indefinite-Delivery Contracts (Oct 2016), requires you to report certain service contract data in SAM for each of your covered contracts, i.e., when the clause is included in your contract. Typically, the reporting period for this data opens mid-October and closes mid-December (though the clause expressly requires reporting by October 31) because the clause requires reporting for the previous Fiscal Year, i.e. FY23. Therefore, in October, 2023, you should report your data for FY23 under the cited contracts in SAM.
A prime contractor is required to report, the contract number and order number (if applicable); the total dollar amount invoiced for services performed during the previous Government fiscal year under the order; and the number of Contractor direct labor hours expended on the services performed during the previous Government fiscal year. Bearing in mind the reporting thresholds, you must also report for each contract your subcontractor’s subcontract number (including subcontractor name and unique entity identifier (“UEI”)), and the number of first-tier subcontractor direct-labor hours expended on the services performed during the previous Government fiscal year.
GCP Best Practice: Before awarding service subcontractors, GCP recommends clients assign each subcontract a unique contract identification number.
For example, if your prime contract is N68171-23-C-0002, you might consider assigning a subcontract with the unique contract identification number N68171-23-C-0002-S-1 and another subcontract for the same prime contract with N68171-23-C-0002-S-2.
Please note, failure timely to report this data in SAM may be reported as negative past performance on your company’s CPARS!
