Each year our team eagerly awaits the U.S. Small Business Administration’s release of the annual Procurement Scorecard. The annual Procurement Scorecard serves as a crucial gauge of the effectiveness of federal business and socioeconomic prime contracting and subcontracting goals.

This year’s Procurement Scorecard saw Federal agencies exceed the small business contracting goal of 23% in fiscal year 2022, by awarding an impressive 26.5% of federal contract dollars to small businesses. In real dollars, Federal agencies awarded $162.9 billion to small businesses, which is an $8.7 billion increase from the previous year.

GCP, along with our sister companies, are proud to advise our small business clients on all aspects of federal contracting to include initial certification of 8(a), HUBZone, WOSB/EDWOSB, and SDVOSB/VOSB through to contract administration. In fact, to date, our clients have captured several billion dollars based on awarded contract ceiling value of federal contract dollars during FY22. It is an honor and privilege to serve our clients, who each day deliver and perform world-class services to Federal agencies.

Despite these tremendous successes, as noted above, certain Federal agencies did better than others in awarding contracts to small businesses. And certain socio-economic categories did not meet or exceed the stated goals. Specifically, WOSB small business participation fell below the stated goal of 5% with only 4.6% and HUBZone small business participation came in at 2.7% compared to the stated goal of 3%. Also, the number of small businesses which received contract awards declined, even though small business contract award values increased.

All in all, we recognize the enormous gains made in small business participation in the federal marketplace over the past years. We wish to take this moment to applaud not only the small business community in delivering the best possible services, supplies, and construction to federal agencies, but also to applaud the dedicated civil servants at those federal agencies who tirelessly work on behalf of the American people.
